If you got a guildie or anyone you know at 80 you don't need to be lvl 80 to get the mount. You can do the first PoF mission if you're in their party when they start it and you'll unlock the raptor before the end. No need to boost.
Yes, you need to to start the PoF story. The raptor will be given in the first PoF instnace. The bunny, jackal and skimmer from specific hearts in each map. The girffon requires full pof story completion, 250g and a lot of collections to be completed. The beetle requires completing certain content in living story 4, ep3.
So the announcement for the free mount skin (see below) says log in and get "any pre-End of Dragons mount skin you want", but it's not true. It does not include any of the Premium Mount Skins (the ones that full price are 2000 Gems). This should be included in "any" expecially since those are the skins used in their announcement video.
